Introduction & Background:
The North Carolina General Statute 143-129(e)(6) authorizes Local Governments to purchase without bidding when standardization is the over-riding consideration and price competition for a product is not available. The county has six actuators that will need to be replaced in the next three years.
Discussion & Analysis:
Chatham County would like to standardize the Water Treatment Plan actuators with Kinetrol Actuators supplied by Carotek Inc. Carotek Inc is the sole source manufacturer and is the only authorized source of supply for the Kinetrol Actuators. The county purchased and installed two Kinetrol Actuators for our clarifiers' blow down around August of 2012. The county purchased and installed four Kinetrol Actuators around May 2013 for the upgrade perform on the wet well. Ultimately the county will need to replace
six more of actuators. There are two older style actuators which need to be replaced immediately and four other actuators for the sludge blow down that will need to be replaced over the next three years.
