Abstract
Action Requested: Vote on a request to approve the contract with Central Carolina Holdings LLC for scrap tire hauling and disposal and authorize the County Manager to sign and execute the contract.

Introduction & Background: Chatham County Solid Waste & Recycling (SW&R) collects tires at the Main Facility from both tire dealers and residents. Residents with decals can also drop off up to four 20" or smaller tires every six months at any of the 12 Collection Centers in the county. The tires are taken from our facilities to a tire recycler to be ground up for reuse in a variety of applications. Central Carolina Holdings is the closest tire recycler to Chatham County and has had our disposal contract for the past several years.

Discussion & Analysis: An RFP was sent out in April and Central Carolina Holdings was awarded the contract. This contract includes not only receiving the tires for recycling at their facility but also staging trailers at our facility, collecting tires from the 12 Collection Centers and hauling the tires to their facility. In the last year, SW&R has investigated hiring a separate contractor to haul the tires to Central Carolina Holdings' facility and has found that having Central Carolina Holdings be both the hauler and recycler is the most economical solution, even with their recent price increases.

How does this relate to the Comprehensive Plan: Objective 5: Conserve Natural Resources

Budgetary Impact: Tire disposal is part of next year's proposed budget. The actual spent for disposal is dependent on the number of tires brought to Main Facility and Collection Centers.
