Vote to approve a contract with Elephant Circle for $334,058.93 for the EMBRACe Project with the aim of supporting perinatal care to address birth inequities

Abstract

Introduction & Background: The EMBRACe project was formed as an initiative of the Chatham County Public Health Department with the aim of supporting a coordinated system of perinatal care to address birth inequities in Chatham County. In July 2025, EMBRACe transitioned from the Public Health Department to a non-profit through fiscal sponsor Elephant Circle.

The Public Health Department has received grant funds to support EMBRACe work. This contract will allow EMBRACe to continue to work toward the aims of the grants as a non-profit.

Discussion & Analysis: Funds will go toward grant-supported initiatives, including establishing a doula collaborative, coordination and integration into the local perinatal care system, doula training, childbirth classes, and community meetings.

How does this relate to the Comprehensive Plan: Relates to Plan Goal #10: Foster a healthy community.

Budgetary Impact: No Local Funding Requested

Recommendation: Motion to approve a contract with Elephant Circle for $334,058.93 for the EMBRACe Project with the aim of supporting perinatal care to address birth inequities.
