Abstract
Action Requested: Motion to approve budget amendments as proposed by staff
Introduction & Background: During the fiscal year, the budget must be amended as changing conditions warrant. The fiscal year 2014-2015 budget ordinance authorizes the County Manager to transfer funds within a department without limitation. The manager may also transfer amounts of up to $5,000 between departments of the same fund and transfer amounts up to $50,000 from contingency with a memorandum report of such transfers to the Board. Resolution #2000-43 allows the Finance Officer to transfer amounts from the vehicle replacement fund for the purchase of vehicles approved for replacement in accordance with the fleet management replacement criteria. The Board must approve all other transfers.
Discussion & Analysis: Attached are proposed amendments that must be approved by the Board of Commissioners for fiscal year 2015.
The General Services budget is being increased by a total of $30,502,945. This amendment is related solely to the borrowing for the Agriculture Center and Bus Garage and the partial refunding of the 2006 COPs.
The Register of Deeds budget is being increased by a total of $12,450 for the purchase of a specific shelving unit utilizing automation funds collected in a prior fiscal year.
The Facilities Management department is being increased by a total of $549,532 to cover the first debt payment related to the new Agriculture Center.
The Sheriff's budget is being increased by a total of $38,955. This increase covers $27,455 in furniture and equipment purchased from civil processing and concealed weapon funds collected in a prior fiscal year. It covers $8,500 in expenses related to and fully reimbursed through their Electronic Monitoring Grant with the Governor's Crime Commission and Enhanced Domestic Violence Grant with the Office of Violence Against Women.
