Title

Vote to approve competitive bid exemption and sole source for CentralSquare Technologies, LLC in the amount of $43,225.00 for the CAD-to-CAD Unify product.

Abstract

Introduction & Background:  Emergency Communications uses computer aided dispatch (CAD) systems in the 9-1-1 center to process and dispatch emergency and non-emergency calls for service.  To improve efficiency and interoperability with neighboring 9-1-1 centers, these CAD systems, which may be from different vendors, need to be connected in order to pass information between the CAD systems.  The CentralSquare CAD-to-CAD Unify product provides this connection in a hosted environment.

Discussion & Analysis:  North Carolina General Statute 143-129(e)(6) authorizes local governments to purchase without bidding when standardization is the overriding consideration and price competition for a product is not available.  The CentralSquare CAD-to-CAD Unify product is used by Raleigh-Wake 911 and Cary 911.  In order to connect our CAD systems with them, we will need to use this product.

How does this relate to the Comprehensive Plan: Ensure public safety through adequate resources, plans, and partnerships to keep people and property safe.

Budgetary Impact: $43,225.00

Recommendation/Motion: Motion to approve competitive bid exemption and sole source for CentralSquare Technologies, LLC in the amount of $43,225.00 for the CAD-to-CAD Unify product.
