Staff presentation to update the Board of Commissioners on 2015 legislative changes and implications for locally adopted ordinances and regulations.
Introduction & Background:
During the 2015 legislative session the NC General Assembly approved several bills that impact regulations that have been adopted by the county. The NC School of Government released a planning and law bulletin earlier this year that provides an overview of the changes (see attached).
Discussion & Analysis:
The School of Government bulletin provides an update on items impacting regulations that are enforced by multiple county departments including Planning, Central Permitting, and Environmental Quality. Some of the bills will require amendments to regulations including the Zoning Ordinance, Subdivision Regulations, and Watershed Protection Ordinance. Staff will provide a review of the bills and outline action steps that will be needed.
Recommendation:
Discuss the 2015 legislation and provide direction to staff as needed.
