Introduce the North Carolina Association of County Commissioners Legislative Goals Process

 

Abstract

Introduction & Background: Every two years, in the months preceding a long session of the General Assembly, the North Carolina Association of County Commissioners (NCACC) engages in a thorough and deliberative process to determine the legislative goals it will pursue in the best interest of the counties. This process is time-intensive and designed to allow input from as many county commissioners, county officials, and stakeholders as possible.

 

Discussion & Analysis: The first stage of this member-driven policy-setting process for this biennium involves accepting legislative goal proposals. All counties and affiliate organizations are invited and encouraged to participate in this initial stage. Legislative goal proposals may include changes to statutes or requests for funding and should have an impact on all 100 counties.

 

How does this relate to the Comprehensive Plan: While unknown now, former legislative goals have addressed land use, public health, recreation, and education. Multiple goals from the Comprehensive Plan will be identified when developing the County’s legislative goals for the next biennium.

 

Budgetary Impact: No cost is associated with submitting legislative goals to the North Carolina Association of County Commissioners.

                     

Recommendation/Motion: Receive information and direct staff to survey the Board of Commissioners and come back to the Board in July with recommended legislative goals for Chatham County.
