Introduction & Background: North Carolina G.S. 143-129(e)(6) authorizes the purchase of a product or service when performance or price competition is not available. Emergency Operations uses or has a need to use various services and products related to the radio tower lighting systems for daily operations and to comply with FAA regulations. LumenServe, a tower lighting vendor, solves this need. Multiple local governments in North Carolina use this same vendor.
