Abstract

Introduction & Background: The Home and Community Care Block Grant (HCCBG) is the vehicle in North Carolina to distribute state and federal funding consistent with the federal Older Americans Act and a formula developed by the NC Division of Aging. Services are provided according to standards established by the Division of Aging consistently with the Act. Annual monitoring of these services is conducted by the Central Pines Regional Council Area Agency on Aging. Each County appoints a Block Grant Advisory Committee to recommend the allocation of funds among services. At least a third of the Advisory Committee members, who represent a broad range of aging interests, are older adults.

Discussion & Analysis: Per the County’s direction, Chatham County Aging Services is the department with lead responsibility for planning and coordinating the HCCBG County Funding Plan and the delivery of services to older adults and their families.

How does this relate to the Comprehensive Plan: The work of Chatham County Aging Services, funded by the HCCBG, is consistent with the goal of fostering a healthy community, especially for older adults and their families.

Budgetary Impact: In FY 25-26 the HCCBG grant amount for Chatham County was $709,704. The FY 26-27 allocation is $724,467, an increase of $14,763 over FY 26.
