Vote to approve a process for the appointment of the Goldston Gulf Sanitary District Board Vacancy
Abstract
Introduction & Background: The Goldston Gulf Sanitary District is a local public utility district based in Goldston that provides water and wastewater/sanitary services to customers in and around the Goldston and Gulf communities in Chatham County.
Sanitary Districts in North Carolina are governed under North Carolina General Statute Chapter 130A Public Health, Article I, Part 2. Sanitary Districts.
On June 27, 2026, Henry Kitchings passed away, therefore creating a vacancy on the Goldston Gulf Sanitary District board. Kitchings was elected on November 7, 2023 for a four-year term.
Under NCGS 130A-54, the Chatham County Board of Commissioners would appoint

Any vacancy in a sanitary district board shall be filled by the county commissioners until the next election for sanitary district board members. If the district is located in more than one county, the vacancy shall be filled by the county commissioners of the county from which the vacancy occurred.
The election for this vacant term will be on November 2, 2027, therefore the replacement would be a administered the oath of office on December 6, 2027. The Chatham County Board of Commissioners would make an appointment until the replacement is administered the oath of office on December 6, 2027.
Discussion & Analysis: Before the Chatham County Board of Commissioners can make an appointment, they must first establish a process for applicants/applications.
Staff and the County Attorney are recommending the same process that is done for other boards and committees.
