ABSTRACT

Action Requested:
Vote on a request to approve the appointment of Mr. Cy Richardson as a trustee to the Pittsboro Fire & Rescue Department Firefighter's Relief Fund Board.

Introduction & Background:
The NC Firefighter's Relief Fund was created to financially assist firefighters occasioned by sickness or injury sustained in the line of duty. Funds may be disbursed to provide reasonable support for those actually dependent upon the services of a firefighter who may lose their life either by accident or disease while performing their duties. Funds may also be disbursed to a destitute firefighter to provide basic provisions to themselves or their families. The provisions include but are not limited to assistance with housing, vehicle or commuting expenses, food, clothing, utilities, medical care, and funeral expenses. The Fund is provided for by the State which assesses .074 cents per $100 of every insurance policy that has fire or lightning protection annually. Twenty (20%) of that goes to the relief fund which is allocated to counties by population, and to each fire department an amount equal to the percentage of the property they protect in the county is allocated by the Department of Insurance. If a fire department covers 15% of the property in a county, they get 15% of what was allocated for distribution in that county.
Discussion & Analysis:
The fire department Firefighter's Relief Fund Board is comprised and managed by five (5) trustees who have control of and over the disbursement of the funds as set forth by N.C.G.S 58-84-35 (Attachment "A"). The trustees are members of the fire department in which one (1) is appointed by the North Carolina Insurance Commissioner, two (2) by the mayor, board of alderman, or a local governing body, and two (2) by the fire department as set forth by N....
