Abstract
Action Requested: Vote on a request to approve the contract for Balfour Beatty Construction to serve as the Construction Manager in the construction of the new Animal Shelter.
Introduction & Background: Chatham County requested statements of qualifications for Construction Manager at Risk (hereafter referred to alternatively as "CM" or "CM at Risk") services for the planned Chatham County Emergency Operations Center. The current facility is dated, reaching its full capacity, and is in need of upgrading to maintain State and Federal guidelines. The total space needs allocation required for the program areas for both Emergency Operations and Communications is approximately 22,800 square feet. The new facility will be constructed on a site that is just off of Renaissance Drive on property recently purchased by the County and will allow sufficient space for any necessary expansion. The CM will serve as a team member with the County and the Architect to assist in the completion of the design phase and then will proceed to manage the bidding and construction through project completion. Upon receipt and review of the RFQ's, it was agreed upon by the review committee to extend the offer of the Construction Manager to Balfour Beatty Construction. After negotiating the pre-construction fee and construction fee percentage, the aforementioned contract has been set to be approved by the BOC.
Discussion & Analysis: It is being requested that the BOC approve the contract for Balfour Beatty Construction to allow the processes to begin for the pre-construction and construction phases of the new Emergency Operations Center.
