Receive a presentation on Metropolitan Planning Organization boundary changes and vote on approving a new boundary.
ABSTRACT
Action Requested:
Receive a presentation on Metropolitan Planning Organization boundary changes and vote on approving a new boundary.
Introduction & Background:
Chatham County is currently a member jurisdiction of the Triangle Area Rural Planning Organization (TARPO) and the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO). Boundaries for MPO’s and RPO’s are determined by Urbanized Areas established by the U.S. Census Bureau. With the release of the 2020 Census Data, the Urbanized Area for the Capital Area Metropolitan Planning Organization (CAMPO) has entered the NE corner of Chatham County. This Urbanized Area is required to be included in CAMPO, but MPO’s have discretion on where their boundaries are drawn for areas beyond the Urbanized Area. Planning Staff presented to the Board in April and requested feedback on expanding the CAMPO boundary to include the area East of Jordan Lake and the Moncure area. Commissioners responded positively to this expansion and CAMPO staff utilized this input to develop a recommended boundary. DCHC MPO also has an opportunity to change their boundaries.
Discussion & Analysis:
Staff from the Planning Department, CAMPO, DCHC MPO, and TARPO will be appearing before the BOC on June 20th to present and discuss options for the DCHC MPO boundary change, present the recommended CAMPO boundary change, and request a vote on approving, denying, or revising the recommended boundary for each.
How does this relate to the Comprehensive Plan:
This item is reflected in all aspects of the Transportation section of Plan Chatham.
Recommendation:
Receive the presentation and vote on approving, denying, or revising the recommended CAMPO boundary and the new DCHC MPO boundary preferred by the Commissioners.
