Abstract
Introduction & Background: The Expanding Access to Early Learning Initiative contract is a request for funding by the Partnership for Children to begin implementation of the highest priority items of the Early Childhood Action Plan (ECAP), funded in part by Chatham County (via Board of Commissioner approval).

Discussion & Analysis: The implementation of the highest priorities of the Early Childhood Action Plan (ECAP) include 4 different focus areas - each with a goal and multiple implementation steps and sustainability strategies. Additionally, each focus area has a detailed budget breakdown as previously provided to the Board of Commissioners in the Partnership for Children's Expanding Early Learning Initiative proposal. The 4 focus areas and the goals associated with each are:
1. Expanding Access to Early Learning - Increase the number of high-quality early learning programs and NC Pre-K slots, with wrap-around services like after-school care and transportation.
2. Improving Compensation for Early Educators - Attract and retain skilled educators by aligning wages with living wage standards and supporting professional growth. Livable wage in Chatham County for an educator is $55,550 according to MIT Living Wage Calculator.
3. Supporting Child Care Providers - Strengthen provider infrastructure and incentivize care for subsidy-eligible families.
4. Strengthening Family Support Services - Improve child outcomes through enhanced school readiness, health access, and parent engagement.

The Partnership for Children will work toward implementing these goals utilizing the implementation steps laid out in their initial proposal and provide regular updates to County Staff and the Board of Commissioners as laid out in the scope of work and contractual agreement.
