Vote on a request to approve a contract FY23-1902 for Stephenson & Fleming, LLP to provide legal services for Social Services for the fiscal year 07/01/2022 to 06/30/2023. Contract amount is $185,000.

Abstract
Action Requested: Vote on a request to approve a contract FY23-1902 for Stephenson & Fleming to provide legal service for Social Services for the fiscal year 07/01/2022 to 06/30/2023. Legal services to include:

1. Child Protective Services-Consultation, legal advice and representation in all legal matters arising under Article 44, Chapter 7B of the North Carolina General Statutes.

2. Foster Care and Adoption Programs-Consultation, legal advice and representation in all legal matters arising under Article 44, Chapter 7B of the North Carolina General Statutes.

3. Adult Protective Services-Consultation, legal advice and representation in all legal matters arising under North Carolina General Statutes 108-A-99.

4. Guardianship-Consultation, legal advice and representation in all legal matters arising under North Carolina General Statutes 35A-1101-1295.

5. Appellate Work as needed.

6. Contractor may attend one or more training sessions relating to Social Services law. Contractor may also attend one training session conducted by the Department of Health and Human Services. Reimbursement for this training shall not exceed $440. Travel and subsistence reimbursement will be made to attend County required training to a maximum of the same rates and policy that are applicable to a county DSS employee.

Introduction & Background: The above listed contract is necessary for the Chatham County Department of Social Services to carry out specific functions related to program administered by the Department. In order for the Department of Social Services to be able to dispense funds and claim reimbursement for funds expended for this contract, valid contract covering the current fiscal year must be in place.
