Vote to approve a resolution, declaring surplus of certain real properties and conveying said properties to the nonprofit organization, Chatham Habitat for Humanity, for the purpose of advocating and building affordable housing in Chatham County.
Introduction & Background:
Chatham Habitat for Humanity is a 501 (c) nonprofit organization in Chatham County. Under authority of NCGS 160A-279, whenever a statute permits a county to appropriate money to a nonprofit organization, the county may convey real property to the organization and may do so by "private sale". The monetary payment may be replaced with providing public use.

NCGS 153A-449 and NCGS 160A-201.1 permits counties to "contract with and appropriate money to any person, association, or corporation, in order to carry out any public purpose that the county is authorized by law to engage in".

Chatham County holds Commissioners Deed on two properties which were obtained through the non-payment of tax, foreclosure, and public sale process. Chatham County contract holder, Zacchaeus Legal, offered both properties for public sale through a public auction. With no successful bids, the properties came to Chatham County ownership.

Chatham Habitat for Humanity has requested the two properties for possible building sites for affordable housing. The properties requested are:

1. Parcel # 6928, being 1.54 acres net (2.0 acres gross) on the corner of Old Sanford Road and Jack Wolfe Road approximately 2.8 miles south of the Chatham County Courthouse.

2. Parcel #7910, being 0.190 acres, more or less, off of Credle Street several blocks northwest from the Chatham...
