Title

Vote to approve the Resolution to request Grant assistance from NCDEQ for the study of emerging contaminants in drinking water

Abstract

Introduction & Background: Introduction & Background: NCDEQ Grant for study to address emerging contaminants (PFAS) in water and wastewater systems.

Discussion & Analysis: The North Carolina Department of Environmental Quality’s Division of Water Infrastructure is offering Emerging Contaminants funding, available to local government units, for planning or construction projects addressing Per- and Polyfluoroalkyl Substances (PFAS) in water or wastewater systems.  DEQ is utilizing federal funding to help public water systems address PFAS in advance of the EPA’s proposed National Drinking Water Regulation.

TriRiver is interested in the Grant from NCDEQ Division of Water Infrastructure (DWI) for Emerging Contaminants Study at the Chatham County Beaver Creek Water Treatment Plant. TriRiver's engineer Hazen Sawyer is preparing the application which is due June 2, 2025.  Because the application is submitted prior to the Merger, TriRiver is requesting Chatham County to apply for the Grant. The award date for the Grant is mid-July 2025, TriRiver will assume the grant responsibilities as of July 1, 2025.

How does this relate to the Comprehensive Plan: Become more resilient by mitigating, responding and adapting to emerging threats to ensure safe drinking water for residents

Budgetary Impact: Receive $500,000.00 grant monies if application is approved - No matching funds required.

Recommendation/Motion: Motion to approve the Resolution to request grant funds from NCDEQ for the study of emerging contaminants in drinking water.
