Abstract
Action Requested: Vote on a request to approve an addendum to the American Rescue Plan (ARP) Act Agreement for the Provision of County-Based Aging Services and authorize the county attorney to negotiate the agreement and authorize the county manager to execute the agreement.
Introduction & Background: The American Rescue Plan (ARP) Act Agreement for the Provision of County-Based Aging Services was approved and signed by the Board of Commissioners in July 2022. This funding will allow for the expansion of services (Senior Center, Nutrition, and Family Caregiver Support) provided by the Council on Aging through September 30, 2024. The Council on Aging will be responsible for expenses associated with implementing services, as well as purchasing necessary items under this grant through June 30, 2023.
Discussion & Analysis: Until the Council on Aging fully becomes a county department on July 1, 2023, the Council will be responsible for all expenses associated with this grant. Therefore, this addendum will allow the Council on Aging to accept the reimbursement payments directly from the Area Agency on Aging to cover incurred expenses. Additionally, the addendum allows for the Director of the Council on Aging to sign the budget forms on behalf of the Council on Aging through June 30, 2023. At such time, new forms can be signed by Chatham County and Triangle J Council of Governments. The Council on Aging will also be responsible for grant reporting requirements including but not limited to data entry into the Aging Resources Management System (ARMS) and monthly tracking spreadsheets.
