Vote to approve a sole source purchase with AWE Learning for bilingual early literacy stations
Abstract
Introduction & Background: The library requests approval to purchase (6) AWE Learning Stations using funds awarded through the Strengthening Connections Grant. AWE Learning is a sole-source provider specializing in bilingual digital literacy platforms designed specifically for early childhood education. Their learning stations offer developmentally appropriate, research-based content that supports literacy, language development, and early learning skills for children and families.
Library staff explored alternative vendors including Hublet and Magic Desktop Team; however, neither offered comparable, standalone, bilingual digital literacy workstations with curated educational software that does not require ongoing internet access. As a result, AWE Learning Stations are the only product that meets the programmatic requirements and grant objectives for serving young learners and bilingual families in our community.
The purchase of the AWE Learning Stations supports the advancement of equitable access to educational resources and early learning opportunities for children and families. This achieves Goal 5 of the Chatham County Digital Inclusion Plan by expanding access to digital devices, particularly for young learners and bilingual families.
Discussion & Analysis: The library has a need for providing digital literacy opportunities to Chatham County residents that directly relates to the goals and objectives outlined in the Chatham County Digital Inclusion Plan. Peer libraries in North Carolina utilize AWE Learning Stations for their digital literacy services to children.

Budgetary Impact: The county received a Strengthening Connections grant for the full purchase price of $22,397 for the AWE Learning Stations.
