Title

Vote to approve a sole source contract with McNaughton for book lease services

Abstract

Introduction & Background: The library’s primary vendor, Baker & Taylor ceased operations in August. The library used this vendor to purchase materials for the three library branches including our lease plan books. Leasing books allow libraries to rent high-demand, popular, and best-selling titles. This program helps manage budget and space constraints by providing shelf-ready books, reducing the need for permanent cataloging, and offering flexible options to return, purchase, or swap titles, keeping collections fresh and reducing hold lists. The library searched for new vendors that have a lease plan program.

Discussion & Analysis: The library searched for new vendors that have a lease plan program. We received notifications from vendors who do not offer lease programs including Ingram and In Demand. Following thorough research, McNaughton was found to be the only source for leasing materials.

How does this relate to the Comprehensive Plan: The library uses the leasing program to provide equitable access to materials for Chatham County residents while maximizing budget efficiency and minimizing space constraints.

Budgetary Impact: The $39,795.00 contract supports the cost-effective acquisition of high-demand materials across library branches, ensuring maximum return on investment for Chatham County.

Recommendation/Motion: Vote to approve a sole source contract with McNaughton for book lease services.
