Abstract

Introduction & Background: Chatham County originally entered into an agreement with FirstHealth of the Carolinas, Inc. on May 5, 1997 for FirstHealth of the Carolinas, Inc. to provide emergency medical services within Chatham County at the paramedic level.  Chatham County and First Health of the Carolinas, Inc. have agreed to a five year lease agreement.

Discussion & Analysis: Chatham County and FirstHealth of the Carolinas, Inc. will enter into a five year agreement to provide Emergency Medical Services (EMS) at the paramedic level.  In addition to managing traditional elements of an EMS system such as medical direction, personnel, continuing education, supplies, equipment, an ambulance fleet, and billing; FirstHealth provides transportation for the deceased, participates in local emergency planning and exercises, conducts community outreach, and serves on the Regional EMS Advisory Council.

As required by NCGS 160A-272, a public notice regarding the proposed lease was published in the legal section of the Chatham News + Record on August 14, 2025.

How does this relate to the Comprehensive Plan: This project supports the Comprehensive Plan’s goals to provide emergency medical services to residents throughout Chatham Communities.

Budgetary Impact: FirstHealth of the Carolinas is allowed to use property for the annual sum of $1.00.

Recommendation/Motion: Motion to approve a lease agreement with FirstHealth of the Carolinas, Inc. for county property located at 320 South Chatham Avenue in Siler City for emergency medical services for five years.
