Action Requested: Vote on a request from the Chatham County Tax Department to approve competitive bid exemption and sole source for Spatialest integrated software solution and authorize County Manager to negotiate and execute all contracts and agreements for $99,750 over a three-year period.
Introduction & Background: The Chatham County Tax Department would like to purchase three products offered by Spatialest. These products are Comper Pro, Comper for Citizen and Community. Comper solutions help validate or present assessment information, assist with appeal management and improve accessing and disseminating property information. Community is a central hub that creates a powerful dashboard of information and makes customized searches of county information possible.
Discussion & Analysis: Spatialest has provided a statement indicating that they are the single supplier of this integrated suite of functionality. During our last reappraisal, the Chatham County GIS department developed a sales comparison app that was a great benefit during the appeal process, but it required a lot of staff time to assist the public. Comper for Citizen is more intuitive and easier for the public to navigate.
