A request to review and endorse the SPOT 4.0 Chatham County Triangle Area Rural Transportation Organization (TARPO) transportation project submittal list.
Introduction & Background:
SPOT 4.0, the NCDOT statewide, transportation project prioritization process has begun. Triangle Area Rural Transportation Organization (TARPO) is asking local jurisdictions to review the previous SPOT 3.0 submittals and confirm reentry into the SPOT 4.0 and add any additional new projects. Please note this is only for TARPO and excludes the Durham-Chapel Hill- Carrboro Metropolitan Planning Organization’s (DCHC MPO) jurisdiction in northeast Chatham.
Discussion & Analysis:
TARPO is requesting local jurisdictions to have their respective boards endorse the project submittal lists prior to the next TARPO meeting, August 13th. Staff reviewed the projects submitted under SPOT 3.0 and brought forward for the Transportation Advisory Committee’s (TAC) consideration June 23rd. The TAC unanimously recommended resubmitting the same projects to SPOT 4.0 and ranked them in terms of priority. No additional projects have been added.
Ranked SPOT 4.0 projects from the TAC:
1. Widening and bike lanes on Hamlets Chapel Rd. and Jones Ferry Rd. from US 15-501 to the Orange County line.
2. NC 87 widening to provide 12’ lanes and 4’ shoulders from Hwy 902 to the Alamance County line.
3. Old Graham Rd. minor widening from NC 87 to Chicken Bridge Rd., including bike lanes.
4. NC 751 multi-lane widening plus bike lanes, from US 64 to O’Kelly Chapel Rd.
5. Upgrade Pittsboro-Moncure Rd. with 4’ shoulders from US 15-501 to Old US 1
