Vote to approve a resolution approving an Interlocal Agreement to merge the County’s water system with the City of Sanford
Abstract
Introduction & Background: At the August 19, 2024 meeting, the Board of Commissioners received a presentation from County Manager Dan LaMontagne concerning a potential utility merger of Chatham County and TriRiver (Sanford).
At the September 16, 2024 meeting, the Board of Commissioners received an update on the process and timeline from County Attorney Bob Hagemann, County Manager Dan LaMontagne, Sanford Assistant Town Manager Vic Czar, and Charles Archer with Freese and Nichols.
The Board asked County Staff to bring back more information to the October 7, 2024 meeting.
At the October 7, 2024 meeting, County Manager Dan LaMontagne presented an overview and background of the water districts that were established in 2004. LaMontagne explained that there is debt for Southeast Water District that remains outstanding. Each Water District remains as a legally recognized entity since they were created by resolution which will need to be dissolved. The Board of Commissioners will need to sit as the board of each Water District to vote on the Tri-River merger. Each district will be named in the agreement to convey infrastructure.
At the October 21, 2024 meeting, County Manager Dan LaMontagne presented the resolution and agreement. The Board of Commissioners decided to bring the item back to the November 4th meeting for further consideration.
Discussion & Analysis: County Manager Dan LaMontagne will present a draft contract.
