Abstract
Introduction & Background: Chatham County entered into an enterprise licensing agreement with Esri in 2016 allowing for expansion and reorganization of GIS services countywide. The initial deployment of web applications and associated services to the public and county internal staff increased access significantly. The scope and amount of GIS services available to the public and county staff continue to grow each year due to the increased access to licensing provided in the contract.
Discussion & Analysis: The ELA has allowed for rapid expansion of GIS usage in various county departments, giving the staff more power to create their own maps & applications that meet the business needs of their respective departments. The platform also allows GIS staff to more readily scale GIS solutions specific to department project workflows while decreasing our reliance on contractors to build custom solutions and reduce the development time to implement said workflows.

Budgetary Impact: Renewal spans three (3) years; $180,900.000 @ $60,300 per year. This represents an approximate ~9.5% annual increase from the previous 3-year contract renewal.
