C. Tyler Mulligan is the Distinguished Professor of Public Law and Government, University of North Carolina School of Government. Mulligan provides guidance to local governments across North Carolina in projects related to community and economic development and public-private partnership. Tyler Mulligan also launched and directed the Development Finance Initiative, which supports creative and necessary development in North Carolina communities.
