Vote to accept $741,860 from the Home and Community Care Block Grant and enter into a contract with Central Pines Regional Council Area Agency on Aging for fiscal year 2025-2026 as recommended by the Home and Community Care Block Grant Advisory Committee

 

Abstract

Introduction & Background: The Home and Community Care Block Grant (HCCBG) is the vehicle in North Carolina to distribute state and federal funding consistent with the federal Older Americans Act and a formula developed by the NC Division of Aging. Services are provided according to standards established by the Division of Aging consistent with the Act. Annual monitoring of these services is conducted by the Central Pines Regional Council Area Agency on Aging. Each County appoints a Block Grant Advisory Committee to recommend the allocation of funds among services. At least a third of the Advisory Committee members, who represent a broad range of aging interests, are older adults.

 

On June 27, 2025, Aging Services Director Ashlyn Martin received a letter from the Central Pines Regional Council Area Agency on Aging Director regarding the FY 25-26 allocations. Currently their office is waiting for corrections to be made by the NC Division of Aging. Chatham County Aging Services has not received the allocation amount for the new fiscal year as of June 30, 2025. Additionally, the presentation has not yet been given to the HCCBG Advisory Committee but will be scheduled once the allocation amount is received.

                     

Discussion & Analysis: Per the County’s direction, Chatham County Aging Services is the department with lead responsibility for planning and coordinating the HCCBG County Funding Plan and the delivery of services to older adults and their families.

 

How does this relate to the Comprehensive Plan: The work of Chatham County Aging Services, funded by the HCCBG, is consistent with the goal of fostering a healthy community, especially for older adults and their families.

 

Budgetary Impact: Allocation amounts for FY 25-26 have not yet been received. We anticipate funding to be close to the FY 24-25 amount of $741,860, but a slight reduction is possible.

                     

Recommendation/Motion: Motion to accept $741,860 from the Home and Community Care Block Grant and enter into a contract with Central Pines Regional Council Area Agency on Aging for fiscal year 2025-2026 as recommended by the Home and Community Care Block Grant Advisory Committee.
