Abstract
Introduction & Background: Attached is a contract that must be executed in order for Rebuilding Together of the Triangle to receive their 2022-2023 Housing Trust Fund award. The County Attorney has reviewed and approved this contract.
The second round of 2022-2023 Housing Trust Fund Award Recommendations were approved by the Chatham County Board of Commissioners on March 20, 2023. Rebuilding Together of the Triangle was approved to receive $100,000 for rehabilitation (preservation) funds to support the repair of 55 homes, with investments including emergency repairs, major system replacement, accessibility modifications, energy efficiency upgrades and comprehensive home rehabilitation.
Discussion & Analysis: A goal of the County’s larger affordable housing effort is to preserve existing naturally occurring affordable housing through the provision of needed repairs to qualifying owner-occupied homes. Repairs to such dwellings preserves the continued habitability of these homes and mitigates the long-term demands for other affordable housing alternatives. The proposed contract is pursuant to the award recommended by the Affordable Housing Advisory Committee and subsequently approved by the County Board of Commissioners.

Budgetary Impact: Authorizing execution of this contract will have an impact of $100,000 on Chatham County’s Housing Trust Fund. As this amount is equal to the award amount approved by the Board of Commissioners to be issued on March 20, 2023, no net budgetary impact will be realized. The funding source for this recommended increase is dedicated to affordable housing-related activity and will not be an allocation from the General Fund’s Fund Balance.
