Action Requested: Vote on Request to Approve Competitive Bid Exemption for Standardization and Sole Source for Chatham Organizing for Racial Equity (CORE)
Introduction & Background: In early 2020, the Chatham County Public Health Department received a Cross-sector Innovation Initiative (CSII) grant from the Center for Sharing Public Health Services (CSPHS) and Public Health National Center for Innovations (PHNCI), with funding from the Robert Wood Johnson Foundation (RWJF). Equity for Moms and Babies Realized Across Chatham (EMBRACe) seeks to ensure successful and equitable birth outcomes for women and babies in Chatham County, NC, through system and service alignment across the following partners: Chatham County Public Health Department, Chatham Hospital, UNC Family Medicine, Piedmont Health Services, Chatham County Department of Social Services and the Chatham Health Alliance. The proposed project is an outcomes-focused initiative launched out of ongoing efforts in the county to work collaboratively across sectors to address the root causes of the county’s most pressing health disparities.
Discussion & Analysis: Since 2020, Chatham Organizing for Racial Equity (CORE) has been involved in the EMBRACe initiative as a consultant to support organizational change across the five systems seeking alignment to become more intentional about racial equity. This contract ($8,700), funded by CSII grant funds, will support CORE’s ongoing consulting role in the initiative, including participating in committee meetings and Community Engagement Action Team meetings. Given their expertise and experience with EMBRACe, this request is for an exemption to the competitive bid process for this contract.
How does this relate to the Comprehensive Plan: Supports comprehensive plans goal to “Foster a healthy community” as well as strategy recommendation to “Incorporate an equity lens into the HiAP strategies, goals, policies, and processes.”
Budgetary Impact: No local funding requested (will be paid for with existing grant funds).
