Vote to authorize the County Manager to sign a contract with Blum Construction with a Guaranteed Maximum Price to the Parker’s Ridge Park project for $8,338,878 upon final revision of the contract by the County Attorney
Abstract
Introduction & Background: Blum Construction was hired as the Construction Manager @ Risk to perform Preconstruction Services and develop the Guaranteed Maximum Price (GMP) for the Parker’s Ridge Park project. Parker’s Ridge Park is located on Pea Ridge Road in Moncure area and is a future 138-acre recreational facility. Construction of Phase I is slated to begin in March 2026. In Phase I, the park will feature a pump track, inclusive playground, picnic shelter with a fishing dock overlooking a pond, and walking trails.
Discussion & Analysis: Bids were received and opened for Phase I on December 9th. Not all bid packages had enough participation causing a rebid for those packages on December 17th. Upon completion of the bid process, Blum was able to compile all the necessary cost information and create the GMP and present the contract for construction for Board approval. There has been discussion to potentially host a Groundbreaking Ceremony which can take place upon approval of the contract and after construction fencing is installed and windscreen is in place.
How does this relate to the Comprehensive Plan: This project relates to the County’s comprehensive plan objective by providing recreational opportunities and access to open space.
Budgetary Impact: The total cost of this contract is $8,338,878. This contract is for construction of the Parker’s Ridge Park capital project. The project has a total budgetary impact of $9,350,378. This total includes a project ordinance amendment that is also included for approval on the February 16, 2026 Board of Commissioners agenda. The proposed project ordinance amendment increases the project by $500,000, from $8,850,378 which was approved as part of the FY2027-2033 Capital Improvement Program. The funds for this project are located in a capital project ordinance and there is no impact on the FY2026 annual operating budget.
