Abstract
Introduction & Background: The North Carolina Department of Transportation (NCDOT), Integrated Mobility Division, administers the Federal Transit Administration Section 5311 Program, which provides financial assistance to support public transportation services in rural communities. Chatham County has historically designated Chatham Transit Network as its authorized applicant and administrator for these grant funds. The attached resolution certifies Chatham Transit Network as the County’s designee for purposes of applying for and administering NCDOT Section 5311 grant funding for grant years FY2028 through FY2032.
Discussion & Analysis: The resolution authorizes Chatham Transit Network to execute and file applications for federal transit assistance, submit required certifications and assurances, and execute grant and cooperative agreements with the State of North Carolina on behalf of Chatham County. Adoption of this resolution is required to establish Chatham Transit Network as the County’s designated recipient and administrator of Section 5311 funding opportunities during the identified grant period. Approval of the resolution will allow the organization to continue pursuing federal and state transit funding that supports transportation services for Chatham County residents.
