Title

Vote to approve Recreational Trails Program Grant application for the Haw River State Trail Pegg Tract Improvements

Abstract

Introduction & Background: This project is the first major effort in the county to advance development of the Haw River State Trail since the completion of the feasibility study last fall. The focus of this project is the Pegg tract State Natural Area and 15/501 river access parking lot.

This grant will essentially leverage our match amount for the Great Trails State program grant. By committing $25,000 match we can be awarded $100,000. This being a federal pass-thru grant, it is eligible for matching funds for the Great Trails State program.

Discussion & Analysis:

Components of the project include:

-                     Construction of 6' wide steps and standing pad into the river at the current paddle launch location and construction of a concrete 206 linear ft boardwalk along the access trail to the launch site.

-                     Construction of approximately 6,225 linear feet of new natural surface trail outside of the flood plain, including a 45 ft bridge over Miles Branch creek and trail signage.

-                     Installation of a Greenflush restroom and new trail head kiosk at the 15/501 parking lot.

This project is a combination of 2 CIP projects that were submitted in FY24 along with some new components.

How does this relate to the Comprehensive Plan: This project relates to the County’s comprehensive plan objectives by providing recreational opportunities and access to open space, and by providing infrastructure to support desired development and support economic and environmental objectives.

Budgetary Impact: Total project budget is $630,730. The maximum award amount for RTP is $100,000. Match requirements for RTP is 25%. Grant request is for $100,000 with a match commitment of $25,000. We will show the county’s commitment of $315,365 to the project to illustrate we are going above the required match amount for this grant.

Recommendation/Motion: Motion to approve Recreational Trails Program Grant application for the Haw River State Trail Pegg Tract Improvements.
