Vote on a request to Approve $13,000 for Emergency Housing to Central Piedmont Community Action, Inc. from the Housing Trust Fund

 

Abstract

In April 2018, Central Piedmont Community Action, Inc came forward and requested $13,000 to serve the immediate housing and transportation needs of the Chatham Community. They served 23 individuals/families and have used the entirety of the funds given to them since June 2018. This request is for another 6 months of funding through June 30, 2019.

                     

Introduction & Background:

 

Central Piedmont Community Action, Inc. (CPCA) is a private non-profit service organization that was established in March 1966 the Board of Commissioners of Orange and Chatham Counties to seek funds, to administer programs an to provide services to low-income families and individuals. CPCA mobilizes resources from federal, state, and local governments and private foundations to assist low-income families, individuals, and communities in Chatham, Durham, Orange, and Randolph County.Central Piedmont was formerly named Joint Orange-Chatham Community Action, Inc (JOCCA) until 03/2016.

                     

Discussion & Analysis:

 

In April of 2018 the homeless coalition came before the county commissioners and asked for $13,000 for emergency housing and transportation to assist the immediate needs of individuals and families. The request was made because of severe budget cuts by HUD to the community block grant program. By a unanimous vote the Board agreed to provide funding to CPCA in the amount of $13,000.

 

June 2018-November 2018: 23 people served, 20 for emergency hotel/shelter

 

December 2018: 3 individuals/families turned away

 

January 2019: 2 individuals/families turned away

Housing Strategy 3.1: Support existing and new assistance programs

Housing Policy 4: Increase partnerships between the County, the Housing Authority, municipalities, non-profits, landlords and private entities to increase affordable and workforce housing as well as emergency transitional and supportive housing.
