Vote on a Request to Approve Revision of Current Funding Plan for the Home and Community Care Block Grant
Abstract
Based on a revised allocation of the Home and Community Care Block Grant funding by the State Division of Aging and Adult Services and the Triangle J Council of Governments, Chatham County is eligible to receive an additional $9,704 for use during the current fiscal year. This increase results from action of the North Carolina General Assembly in the past session to restore a HCCBG reduction on a non-recurring basis for fiscal years 2015-16 and 2016-17. The Chatham County Council on Aging, as local lead agency for the HCCBG, is proposing to add these funds to its Senior Center Operations line item to assist with increased activities and some unexpected expenses. The activities include expanding Senior Center without Walls work, whereby the Council on Aging takes its programs into other locations in the community (e.g., elderly housing, churches).
Action Requested: Per instructions of the Triangle J Area agency on Aging, a new form DOA 732 must be signed by the County Finance Officer and the Chair of the County Commission, as the increased funding requires confirmation of the availability of additional match.
Introduction/Background: The Home and Community Care Block Grant is administered by the North Carolina Division of Aging and Adult Services through the Triangle J Council of Governments. Counties receive an annual allocation to use for such services as Senior Center Operations, Congregate and Home-delivered Meals, and In-Home Aide. County Commissioners are charged with approving how the funding allocation is used among eligible services and in assuring that there is the required 10 percent local match.
Discussion and Analysis: The Council on Aging believes the best use of these funds this year is with its Senior Center Operations. With private, restricted grants that the Council has been successful securing this year, it has been able to meet current needs for nutritional services and in-home aide services.
Budgetary Impact: Chatham County’s current budget allocation to the Council on Aging already satisfies the matching requirement. Chatham’s new total Federal/State allocation under the HCCBG is $535,155.
Recommendation: The Council on Aging is recommending that the Board of County Commissioners approve the receipt of the $9,704 increase in the State’s allocation for the HCCBG in supporting the Councils’ operations at the Western and Eastern Senior Centers.
