Vote on a request to grant Central Carolina Community College the ability to waive the Chatham Promise program's credit-hour requirement for 2020 graduating Chatham County high school students who were on schedule to meet the requirement pre-pandemic but were unable to do so.

Abstract

Due to COVID-19, some high school students enrolled in college courses experienced challenges that prohibited them from completing those courses. Some of these students were successfully progressing towards earning the required college credits to be eligible for CCCC’s Chatham Promise Program. The College would like to extend credit-requirement exceptions to the graduating high school students whose academic records demonstrate that they were on schedule to complete the required course credits for eligibility pre-COVID-19.  Without this type of exception, some students who could truly benefit from the Promise program might technically have become ineligible due to pandemic-related issues.

For example, a Chatham County high school senior might have been enrolled in the 6 credits/2 courses this spring to earn eligibility but withdrew from 1 or both courses because of COVID-19 related issues. The College would investigate such Chatham County high school seniors' CCCC transcripts to determine if the student was issued a withdrawal(s) for Spring 2020 semester courses. If the student was issued a withdrawal but would have otherwise earned the required 6 credits/2 courses this spring for Chatham Promise eligibility, the College would consider this particular student as having met the eligibility requirements. These exceptions would not be available to all graduating high school students, only those who would have earned the required credits before they transitioned to learning-at-home in March.

In short, the College requests the ability to waive the Promise program's credit-hour requirement for 2020 graduating Chatham County high school students who were on schedule to meet the requirement pre-pandemic but were unable to do so.
