Vote to accept the Preliminary Engineering Reports and Governance Summary for the Western Intake Partnership Project

 

Abstract

Introduction & Background:  Chatham County, The City of Durham, Town of Pittsboro, and Orange Water and Sewer Authority entered into the Memorandum of Agreement (“Agreement”) forming the Western Intake Partnership (“WIP”) in June 2019. The purpose of the WIP is to collaborate on the construction of an intake and treatment facility on the western side of Jordan Lake. These new facilities will allow the members of the WIP to access their Jordan Lake Water Supply Storage Allocations. Jordan Lake is an essential component of the Chatham County’s future water supply.

 

There are multiple projects associated with the construction of the intake and treatment facility that range from conducting site surveys and water quality sampling to the governance structure to the actual construction activities. Because these projects support the partners/region, the County received funding in the amount of $400,000 under the Merger/Regionalization Feasibility study grants under the American Rescue Plan Act’s (ARPA) State Fiscal Recovery Fund. The County has already received $380,000 of that amount.

 

To receive the remaining funds, the County BOC is required to accept the final Preliminary Engineering Reports (PERs) and Governance Summary for the Western Intake Partnership Project to close the grant process for the ARPA funding we received.

                     

Discussion & Analysis: To receive the remaining $20,000 and close the grant award, the Chatham County BOC must receive the WIP Water Intake & Transmission Infrastructure PER, the Regional Water Treatment Facility PER, and the Governance Summary. Executive summaries of the PERs are attached, as is the Governance Summary.

Budgetary Impact:  Receive the remaining $20,000 of the grant award from the American Rescue Plan Act’s State Fiscal Recovery Fund
