Vote to adopt the Emergency Operations Center Phase II Project Ordinance, Goldston Library Renovation Amended Project Ordinance, Hydrant Replacement Amended Project Ordinance, and the Opioid Settlement Funds Amended Settlement Project Ordinance

 

Abstract

Introduction & Background: Section 13.2 of Chapter 159 of the General Statutes of North Carolina states that a project ordinance shall be adopted by the governing board for all capital projects.

                     

Discussion & Analysis: The Emergency Operations Center Phase II Project includes vehicle and equipment purchases, renovations to the warehouse, upgrades to information technology, upgrades to the kitchen, and improvements to the grounds at the Emergency Operations Center.

 

The Goldston Library Renovation Project is being amended to include furnishing the new space including carpeting, shelving and furniture.

 

The Hydrant Replacement Project is being amended to reduce the available budget to the contract amount funded by American Rescue Plan Funds.

 

The Opioid Settlement Funds Project is being amended to reflect additional settlement agreements and bankruptcy resolutions funds available to the County since the beginning of the project.

 

Budgetary Impact: The budget for the Emergency Operations Center Phase II Project is $1,000,000 and will be funded by transfers from the CIP Debt Reserve. The budget for the Goldston Library Renovation Project is being increased by $338,121 and is funded by donations from the estate of Jimmy Goldston. The budget for the Hydrant Replacement Project is being reduced by $273,348 to a total of $726,652 for the actual contract amount of the project. The budget for the Opioid Settlement Funds project is being increased by $2,543,893 to a total of $5,451,758 to recognize additional settlement funds available.

                     

Recommendation/Motion: Motion to adopt the Emergency Operations Center Phase II Project Ordinance, Goldston Library Renovation Amended Project Ordinance, Hydrant Replacement Amended Project Ordinance, and the Opioid Settlement Funds Amended Settlement Project Ordinance.
