Vote to amend the Chatham County Advisory Committee Policy as recommended

 

Abstract

Introduction & Background: On June 16, 2025 the Chatham County Board of Commissioners adopted a resolution approving a new Advisory Committee Policy.

 

On November 3, 2025 amended the policy to include two additional members on the Climate Change Advisory Committee.

                     

Discussion & Analysis: The recommended amendments include:

1.                     Administrative change, including the clarification of remote meeting restrictions for statutory boards and committees.

2.                     The addition of the Home and Community Care Block Grant (HCCBG) Advisory Committee is a county-level body mandated to advise local governments on funding priorities for aging services. Authorized under NCGS 143B-181.1(a)(11), the committee ensures federal, state, and local resources meet the needs of older adults. This committee:

a.                     Reviews funding applications and recommends the distribution of the county's HCCBG budget to the Board of Commissioners.

b.                     Evaluates the community's aging service system and determines the long-range needs of residents aged 60 and older.

c.                     Tracks the effectiveness and efficiency of local service providers receiving grant funding.

3.                     The addition of the Juvenile Crime Prevention Council (JCPC), which is a council that works to prevent juveniles who are at risk from becoming delinquent. This committee:

a.                     The primary intent of this Subpart is to develop communitybased alternatives to youth development centers and to provide communitybased delinquency, substance abuse, and gang prevention strategies and programs.

b.                     The intent of the General Assembly to provide non-institutional dispositional alternatives that will protect the community and the juveniles.

c.                     These programs and services shall be planned and organized at the community level and developed in partnership with the State.

d.                     These planning efforts shall include appropriate representation from local government, local public and private agencies serving juveniles and their families, local business leaders, citizens with an interest in youth problems, youth representatives, and others as may be appropriate in a particular community.
