Vote to approve the attached contracts with Performance Cabling Technologies to install fiber optic cabling from the new EOC Building (112 Innovation Way) to the Chatham County Backup EOC (3670 Alston Bridge Rd) & Siler City Public Health Clinic (1000 S Tenth Ave) for the purposes of network & internet connectivity at the cost of $1,125,587.13.

 

Abstract

Action Requested: Authorize the County Manager to sign attached contracts for the installation of fiber optic cabling that will directly connect the Chatham County Backup EOC & Siler City Health Clinic to the core county network.

                     

Introduction & Background:

Chatham County Government has extensively reviewed the concept of extending its county-maintained fiber optic network west to Siler City over the past decade.  This project has been proposed to provide greater flexibility & resiliency for our county fiber optic network.  This flexibility & resiliency comes in the form of better disaster recovery & service delivery options for Chatham County MIS, both geographically and topologically.

                     

Discussion & Analysis:

Chatham County MIS has worked with Performance Cabling Technologies (PCT) to provide quotes for both sections of this project.  PCT was approved as a sole source vendor by the BOC in October 2022.  PCT has extensive historical knowledge of the Chatham County network and is well equipped to deliver on the project deliverables in the desired timeline for this project.

Budgetary Impact:

The cost of fiber installation is $1,125,587.13 and will be funded in the amount of $1,000,000 through project ordinance “” as part of the FY24 Chatham County Capital Improvement Plan (CIP).  The remaining $125,587.13 will be funded from the Chatham County Health Department’s COVID Enhancing Detection funds through the NC Department of Health and Human Services as part of the Paycheck Protection Program and Health Care Enhancement Act of 2020.  Monthly internet & dedicated third party point to point circuit connections to the aforementioned county facilities will be negated as part of this project resulting in long-term cost savings for Chatham County.

Motion to approve the attached contracts for the installation of fiber optic cabling that will directly connect the Chatham County Backup EOC & Siler City Health Clinic to the core county network.
