Adoption of the Recommended FY 2015-2021 Capital Improvements Program and Approval of Project Ordinances

Staff is requesting adoption of the FY 2015-2021 Recommended Capital Improvements Program (CIP) with changes discussed during the work session, and approval of the project ordinances that amend the budget to reflect the FY 2015-2021 CIP.
The FY 2015-2021 Recommended CIP was presented to Commissioners on November 4, 2013. A public hearing was held on November 18. Commissioners held a work session on November 19, and agreed to the following changes, which have been made in the document:
· Remove the reference to Jack Bennett Road but keep the location in the northeast quadrant of the county for the New High School project.
· Update the title of the Western Intake and Water Treatment Plan to reflect that the project is in the planning stage.
· Include a table that summarizes each project in the overall County Buildings Space Needs Study project
Staff was asked to follow up on questions raised during the work session, including:
· Ask the Town of Cary whether American Tobacco Trail parking at Pittard Sears Road can be included in the maintenance agreement. Staff will contact the Town of Cary and report back to the board.
· Use of Northeast District Park: The Parks and Recreation Department reports that the fields are fully booked on a daily basis by Parks and Recreation programs, school athletic programs and camps, and recreation agencies. The park is also used by residents who walk, play tennis, or use the playground.
· Display of the county checkbook with the new Integrated Public Sector Software: The new software provides a standard report that can be displayed on the county website as it is shown today.
· Improvement of the exterior of the Annex Building in the Space Needs Study project. Staff will review this with project architect, once he/she is selected, and report back to the board about feasible improvements and whether the budget can absorb.
· Evaluation of various scenarios for the Joint School Bus & County Garage with presentation and discussion during the development of the FY 2014-2015 Operating Budget. This information will be presented in the operating budget.
· Summarize completed projects in a table and remove the narratives from the document. This improvement to the document will be implemented in the FY 2016-2022 CIP.
An approved document will be produced following adoption of the CIP.
Project ordinances that amend budgets to reflect the FY 2015-2021 approved CIP are attached and include the following:

· Chatham Community Library
· Central Carolina Community College Building Pittsboro
· School Construction Projects Funded by Qualified School Construction Bonds
· Jail Construction
