Receive a presentation from organizers of the Moncure/Haywood Food Truck holiday event
Abstract
Introduction & Background: In July 2018, Quentin Murray requested funding from the Duke Energy coal ash project for the Moncure/Haywood Food Truck event. He emphasized the event’s focus on community-building rather than profit, noting additions such as more food trucks, a car show, and a pop-up museum. While local businesses showed little interest in sponsorship, commissioners expressed support, particularly for using coal ash funds for community projects. The Board voted unanimously to direct staff to negotiate a contract with the organization, not to exceed $100,000. Following discussion with staff, the Board reviewed coal ash funding for this requested support in December 2018. Murray had requested multi-year funding, but after some discussion, the Board approved $25,000 for 2019 and agreed to revisit broader funding policies for community groups at their January retreat.
During, and now since, the pandemic, these community events have been on pause. As we head into the holiday season, Murray is planning a holiday event for the greater Moncure community. As part of his planning, Murray wishes to request coal ash funding from the County as he did prior to the pandemic.

Coal Ash Fund information
As of the end of FY2024-2025, the Coal Ash Settlement Fund currently has an estimated fund balance of $4.6 million dollars (rounded and unaudited). Of that total, approximately $4 million dollars has been budgeted in FY2025-2026 for the following purposes:
- $5,000 – professional services
- $1,000,000 – expenses related to the Moncure megasite
- $500,000 – environmental testing
- $1,000,000 – Parker’s Ridge Park construction
- $1,505,000 – other unidentified expenses (to be released with Board of Commissioners approval)
