Title

Receive a presentation of the FY2028-3034 Capital Improvement Plan

Abstract

Introduction & Background: The FY2028-2034 Capital Improvement Plan (CIP) provides a comprehensive framework for planning, prioritizing, and funding major capital investments necessary to support Chatham County's continued growth and service needs. The seven-year plan identifies significant infrastructure, facility, equipment, technology, and land acquisition projects that will maintain and enhance County services while ensuring responsible stewardship of public resources. The CIP serves as a long-range planning tool to guide decision-making, align capital investments with strategic priorities, and support financial sustainability.

Discussion & Analysis: The FY2028-2034 CIP evaluates current and future capital needs across County departments and services, including public safety, education, parks and recreation, transportation, technology, and government facilities. Projects are prioritized based on factors such as service demand, asset condition, regulatory requirements, operational efficiency, and community benefit. The plan provides estimated project costs, anticipated funding sources, and proposed implementation timelines, allowing the Board of Commissioners to assess long-term capital needs and funding strategies. The CIP serves as a planning document and does not constitute project authorization or funding approval.

How does this relate to the Comprehensive Plan: The FY2028-2034 CIP supports the goals and objectives of the Chatham County Comprehensive Plan by identifying investments that enhance public infrastructure, support sustainable growth, improve community facilities and services, strengthen public safety, and preserve the County's quality of life. The plan helps ensure that capital investments are strategically aligned with the County's vision, growth management policies, and long-term development priorities.

Budgetary Impact: The CIP identifies projected capital expenditures and potential funding sources over the FY2028-2034 planning period. Inclusion of a project within the CIP does not commit funds but provides a framework for future budget consideration. Funding strategies may include general obligation bonds, installment financing, grants, pay-as-you-go funding, capital reserves, and other available revenue sources. Specific budget impacts will be considered during annual budget development and project authorization processes.
