Abstract
Introduction & Background: The North Carolina Department of Transportation (NCDOT) is in the process of planning and designing transportation improvements in the Moncure area owing to a large economic development project, namely VinaFast. In preparation for these improvements, NCDOT is acquiring the land necessary to facilitate these improvements and to secure the requisite rights-of-way and utility easements for the same. The county owns approximately 2.34 acres of real property identified as Parcel Number 0068839 located at 2855 Old US 1 in Moncure. This is the location of the Solid Waste Collection Center owned and operated by Chatham County in the Moncure area. Of the 2.34 acres, NCDOT wishes to purchase a right-of-way and a permanent utility easement adjacent to Old US 1 at the southwest corner of the subject property. The total acreage sought by NCDOT is 0.037, which is further illustrated by the property image provided as an attachment to this agenda item.
Discussion & Analysis: The location of the property desired by NCDOT has no material impact on the operations of the Collection Center or the ability of the county to continue to make use of this site for this or future public purposes. The county may anticipate the possibility that the Collection Center entrance sign will be disturbed or removed. Staff will coordinate with NCDOT to ensure that the entrance sign is relocated/replaced with appropriate visibility.
North Carolina General Statute (NCGS) 153A-176 notes that a county may dispose of any real property belonging to it according to the procedures prescribed in Chapter 160A, Article 12. Chapter 160A, Article 12, Section 274 authorizes the county to sell to any other governmental unit any interest in real or personal property. Action under this authority shall be taken by the governing body of the county. In the case of the county, the County Board of Commissioners.
Included with this agenda item is a resolution authorizing the sale of the subject property to the NCDOT as provided herein.
How does this relate to the Comprehensive Plan: Plan Chatham calls for the diversification of the county’s tax base and the creation of in-county jobs to reduce dependence on residential property taxes, which will decrease out-commuting and increase economic opportunities. Further, the county’s Comprehensive Plan speaks to the provision of infrastructure to support desired development and economic objectives. The proposed road infrastructure improvements in the Moncure area by NCDOT are intended to increase the capacity and access to existing roadways in the area, which will promote these goals.
Budgetary Impact: Limited budgetary impact is anticipated with the approval of this item. Unbudgeted revenue of approximately $5,000 can be anticipated, and with little to no expenses expected.
