Abstract

Public Hearing #2 to receive comments on the Chatham County application for the North Carolina Community Development Block Grant 2018 Neighborhood Revitalization Program in the amount of $750,000, receive comments about Fair Housing in Chatham County, and vote on a request to adopt the resolution approving submittal of the CDBR-NR application.

 

Action Requested:

Receive comments on the draft of the CDBG-NR application, fair housing in Chatham County, and adopt a resolution to submit the CDBG-NR 2018 Application on behalf of Chatham County

                     

Introduction & Background:

In April 2018, the Department of Commerce announced that non-entitlement counties and municipalities would be able to apply for up to $750,000 in CDBG funds through the CDBG Neighborhood Program. Applications are due September 27, 2018 at 5pm. The county will submit an application this year for the full amount. Following application guidelines and procedures, September 17th is the second of two public hearings within the application process. The first public hearing was held August 20th to provide an opportunity for community members to give feedback on what activity/ (ies) should be included in the Chatham application. Today’s public hearing is an opportunity to provide feedback on the draft of the application and for the board to pass a resolution so that staff may submit the application on September 28th.

                     

Discussion & Analysis:

County staff has been working with Triangle J Council of Governments to prepare the Chatham County application for the 2018 CDBG-NR program. There is no match required by the county. Based on community and stakeholder input, as well as staff capacity for grant implementation and management, the application draft proposed will be for the acquisition of a property for the future development of a shelter for domestic violence victims or the homeless.

 

How does this relate to the Comprehensive Plan:

Goal 9: Provide equitable access to high quality education, housing and community options for all.

-                     This application to acquire a property for the future development of a shelter for domestic violence victims or the homeless, is one major step towards providing a community option that is needed by members of our community that fall into those categories and need support.

 

                     

Budgetary Impact:

The county has signed a contract to update the Fair Housing Plan and conduct an Analysis of Impediments study. If awarded the grant, the county would like to contract administrative services to assist with management of the grant. Additional funds throughout the acquisition process to secure the building and conduct the appropriate studies may also be required.
