TITLE

Vote on a request to review, comment, and endorse the Chatham County Triangle Area Rural Transportation Organization (TARPO) and Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) draft transportation project lists to be considered for submittal to the State Prioritization Office of Transportation (SPOT) for the Prioritization 6.0 process.

 

ABSTRACT

 

Action Requested:

Vote on a request to review, comment, and endorse the Chatham County Triangle Area Rural Transportation Organization (TARPO) and Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) draft transportation project lists to be considered for submittal to the State Prioritization Office of Transportation (SPOT) for the Prioritization 6.0 process.

 

 

Introduction & Background:

The State Transportation Improvement Program (STIP) is the NCDOT’s 10 year plan used to identify the construction funding and scheduling for transportation projects at the state level over a 10-year period and is continually updated every 2-3 years. The purpose of this endorsement is for the Board of Commissioners to review a list of projects to be considered for submittal through the regional planning organizations to the State Prioritization Office of Transportation (SPOT) to be scored in the late summer/early fall of 2019.

Discussion & Analysis:

TARPO and the DCHC MPO are requesting local jurisdictions to have their respective Boards endorse the draft project submittal lists. Staff reviewed the list of past projects and scores. Staff also collaborated with the other Regional Planning members, NCDOT, as well as the Towns of Pittsboro and Siler City. They will be bringing their own project lists to their respective Boards to review rather than grouping all of our projects together.

The Transportation Advisory Committee (TAC) received and reviewed the list of potential transportation SPOT projects on March 26th, 2019 and made amendments to some of the project descriptions and proposed an addition of Piney Grove Church modernization project. The TAC, after edits and additions, recommended the attached lists of projects to be submitted for SPOT 6.0.

Attachment A is the list of transportation needs that will be used by the TARPO prioritization subcommittee to form the TARPO draft list of projects to be discussed. The projects will be considered during the May 23rd, 2019 subcommittee meeting and presented for general comment at the RTCC/RTAC meeting in June. All comments will be reviewed by the TARPO Prioritization Subcommittee to refine their final project list. Additionally, attachment B is a transportation needs list for the MPO area. Any comments from the Chatham County Board of Commissioners will be incorporated into the development of the final draft list for submittal in the coming months for the MPO. This list of transportation needs will be used by the MPO prioritization subcommittee to form the MPO draft list of projects to be discussed in April and reviewed by the MPO Board at the June 2019 meeting.

 

Recommendation:

1.                     Motion to endorse the TARPO SPOT 6.0 draft potential project list (Attachment A) for consideration of submittal the State Prioritization Office of Transportation (SPOT) for scoring.

2.                     Motion to endorse the review and comment on the MPO area SPOT 6.0 draft potential project list (Attachment B) of transportation needs for consideration of submittal the State Prioritization Office of Transportation (SPOT) for scoring.
