Abstract
Introduction & Background: Chatham County and the Town of Pittsboro have developed a Memorandum of Understanding (MOU) to facilitate the construction of a gravel parking area on County-owned property located at 192 West Street in Pittsboro. The additional parking will support visitors to Lewis Freeman Park, a Town-operated recreational facility located at 56 Rectory Street. The project is intended to address parking needs and enhance public access to the park.
Discussion & Analysis: Under the proposed MOU, the Town will manage and fund the design and construction of the gravel parking area, including obtaining permits, overseeing inspections, and coordinating contractors. The County will provide input on the design and placement of the parking area and retain final approval authority over project plans and specifications. Following completion, the County will assume responsibility for ongoing maintenance of the parking improvements. All improvements constructed under the agreement will become the property of the County upon completion. The initial term of the agreement is five years, with the option for one additional five-year renewal upon mutual agreement of both parties.
