Title

Receive a presentation from Capital Area Metropolitan Planning Organization (CAMPO) Staff on the Blueprint for Safety program

Abstract

Introduction & Background: The Capital Area Metropolitan Planning Organization (CAMPO) is a regional transportation planning organization that serves Chatham, Franklin, Granville, Harnett, Johnston, and Wake Counties. CAMPO also serves as the coordinating agency between local governments, NCDOT, FTA, and FHWA.

CAMPO is developing a comprehensive regional multimodal safety action plan with NCDOT, called the Blueprint for Safety. The Blueprint for Safety will identify strategies and actions to improve roadway transportation safety in the CAMPO region. After identifying areas to improve upon, safety enhancements and countermeasures can be recommended and implemented. The Plan will also identify areas at high risk for serious injury or fatal crashes, taking a more proactive approach and reviewing crash history.

Discussion & Analysis: The Blueprint for Safety will identify strategies and actions to improve roadway transportation safety in the CAMPO region. The Blueprint for Safety Plan will be developed to identify areas for improvement, stakeholder and public engagement strategies, and will follow the Safe System Approach. To identify areas for improvement, CAMPO will use crash data from the North Carolina Department of Transportation (NCDOT) to evaluate the biggest risks and pinpoint the areas where the most injuries occur, otherwise known as a High Injury Network (HIN).

CAMPO aims to receive input from a variety of audiences including groups that work with safety daily like Emergency Medical Service (EMS) personnel, schools, universities, and law enforcement. Alongside input from agency officials, CAMPO will host accessible engagement sessions to discuss safety concerns with the community.

CAMPO would like to come to Chatham County’s Board of Commissioners' September work session meeting to receive input on safety concerns within the CAMPO boundaries. The CAMPO area within Chatham encompasses a majority of the eastern portion of the county (please see attached image for reference). Transportation safety extends to all forms of transportation, some to consider include single occupancy vehicles (SOVs) traffic, pedestrian infrastructure, bicyclists' accessibility, and public transit.

How does this relate to the Comprehensive Plan: The Comprehensive Plan calls for action items supporting transportation planning in Chatham County. Involvement with one of the largest MPOs in the state will ensure Chatham County’s best interests are represented in the room when regional transportation plans and decisions are being discussed and voted on.

Budgetary Impact: No budgetary impact.

Recommendation/Motion: Receive a presentation from Capital Area Metropolitan Planning Organization (CAMPO) Staff on the Blueprint for Safety program.
