Action Requested:
Motion to approve the County to apply for Recreational Trail Program (RTP) grant for $100,000 plus 25% match for Haw River Trail design, trail improvements and bridge construction to connect sections of a trail system.
Introduction & Background:
A presentation was made to the Recreation Advisory Committee for the County to apply for the Recreational Trail Program (RTP) grant in the amount of $100,000 plus a 25% match for design, trail improvements and bridge construction. The grant would provide funds for construction of a bridge to connect sections of a trail system. This project is part of the Haw River Trail, a 70-mile multi-use trail that begins in Rockingham County and ends at Jordan Lake. RTP is a reimbursement federal grant program meaning if the grant is awarded, Chatham County will have to front the costs and be reimbursed. It also requires a 25% match. The Haw River Trail concept began in 2006 with Haw River Trail Partnership to develop the trail. A Memorandum of Understanding was signed by ten governmental agencies including Chatham. The goals of the Haw River Partnership are to develop Haw River Trail, conserve its land and waters, help public enjoy and conserve natural and scenic resources, and allow community to experience the river first hand via land and paddle trails.
Discussion & Analysis:
If the grant is funded, Chatham County would be responsible for bidding construction of the pedestrian bridge. If the cost of the bridge exceeds the grant award, Chatham County would be responsible for any cost overruns. If something strange happened between the application and the award that significantly changed the amount of the bid, the County would have the option to withdraw the grant. However, that could impact the County’s success with future grant applications, depending on the circumstances. Once the bridge is built, the county would turn ownership of the bridge over to the State, which would become responsible for maintenance.
Budgetary Impact:
$125,000.
$100,000 up front and will be reimbursed back.
$25,000 is for the 25% match.
