Title

Discuss proposed legislative goals for the North Carolina Association of County Commissioners Legislative Goals Conference and vote to approve a voting delegate and an alternate voting delegate

Abstract

Introduction & Background: In the fall before each new biennium of the NC General Assembly, the NC Association of County Commissioners facilitates a legislative goals process to receive goals from all 100 counties. Each county should demonstrate how each goal submitted benefits all 100 counties. Once goals are submitted, they are reviewed by the NCACC steering committees. The committees review the goals and submit a revised list to the Legislative Goals Committee. That committee then reviews all goals submitted by the steering committees and provides a revised list for all 100 counties to vote on at the Legislative Goals Conference. The final list of goals will be used by the NCACC to advocate for all NC counties for the next biennium. Each county may submit one voting delegate and one alternate voting delegate.

Discussion & Analysis: It is important for Boards of County Commissioners to submit goals for the NCACC’s legislative goals process and elect a voting delegate to vote on each proposed goal. The voting delegate and alternate voting delegate should ask all members of their Board for their thoughts about each of the proposed goals so that they are informed before voting on behalf of the full Board of Commissioners.

How does this relate to the Comprehensive Plan: Participation in the NCACC Legislative Goals process supports Plan Chatham by providing an opportunity for Chatham County to advocate for state policies and funding that advance the Plan's priorities, including managed growth, transportation and infrastructure investment, housing, economic prosperity, natural resource protection, and fiscal sustainability. Selecting a voting delegate ensures Chatham County's interests are represented as statewide legislative priorities are established, helping support implementation of Plan Chatham's vision and goals.
