Title

Vote to designate members to the Personnel Advisory Committee (PAC) Pool

Abstract

Introduction & Background: Article IX, Grievance Procedure, Section 5: Personnel Advisory Committee, of the County’s Personnel Policy establishes the Personnel Advisory Committee (PAC) to hear employee grievances and make recommendations to the appropriate Appointing Authority. The policy requires five (5) unbiased and disinterested members for each grievance hearing, including one (1) representative from a dispute settlement or mediation organization, two (2) nonsupervisory County employees, and two (2) supervisory County employees. PAC members are designated by the Board of Commissioners.

Discussion & Analysis: Although grievance hearings requiring the PAC are infrequent, the County must be prepared to convene a hearing within the timelines established by the Personnel Policy. Designating a pool of County employees will help ensure that qualified, impartial members are available when a hearing is needed and provide alternatives when a potential member has a conflict of interest or is otherwise unable to serve.

The proposed pool includes twenty (20) County employees for designation by the Board of Commissioners, with representation from both supervisory and nonsupervisory employees. When a grievance arises, members will be selected from the designated pool based on the composition requirements of the Personnel Policy and the need to ensure that each member is unbiased and disinterested.

The Personnel Policy does not establish a term for these designations. Human Resources anticipates reviewing and updating the pool as needed and bringing any proposed changes to the Board of Commissioners for consideration.
